When asked about the secret replacement, he didn't make any viable statement to that effect. Nonetheless, let's wait for an official statement because anything (changes) can happen overnight. Not less than 162 senior officers of the Nigeria Security and Civil Defence Corps, NSCDC, have had their promotions and conversions withdrawn by the service. The affected Officers AljazirahNigeria’s investigations revealed were promoted following an examination conducted by the Board for Civil Defence, Federal Fire Service, Immigration and Correctional Services. President Muhammadu Buhari appointed Abubakar Audi as the Commandant-General of the NSCDC on March 18, replacing Abdullahi Muhammadu who retired from service after completing his term as Commandant-General. Ahmed Audi, emerged the top best candidate out of those that went through the selection process initiated by the Ministry of Interior through the Board to ensure that the most suitable among the top-ranking officers in the service was appointed to replace the out-going Commandant-General. A document in the possession of AljazirahNigeria shows that despite the emergence of Audi as the Commandant General through the process conducted by the Board, after a hundred days in Office, the CG, the Board and the NSCDC personnel are on a collision course following the alleged case of over 162 personnel who were demoted by the NSCDC without recourse to the Board for an alleged falsifications of documents. The Civil Defence, Fire, Immigration and Prisons (now Correctional) Services Board, CDFIPB, was established by Decree No.14 of July 1986 as the ‘Customs, Immigration and Prisons Services Board’ under the Chairmanship of the Minister of Interior. The Board was charged with the responsibility of administering the Customs and Excise Management Act, CEMA, 1958, the Immigration Act of 1963 and the Prisons Act of 1972. Moreover, it was given the responsibility for the appointment, promotion and discipline of all officers of the Services. In 1992, the Nigerian Customs Service was excised from the Board and placed under the supervision of the Federal Ministry of Finance which changed the name to Immigration and Prisons Services Board, IPB. However, with the enactment of the Nigeria Security and Civil Defence Corps Act in 2003 which placed the administration of the organisation on the Board as well as the transfer of the supervision of the Federal Fire Service, FFS, to the Board in March 2011, the name changed to the current status of ‘Civil Defence, Fire, Immigration and Prisons Services Board, CDFIPB. Like a group of disorganised officers, AljazirahNigeria investigation has uncovered the dirty underbelly of the NSCDC top management Staff and the Board charged with the responsibility of managing the Para-military outfit. President Muhammad Buhari, had in March appointed Ahmed Abubakar Audi as the Commandant General of the NSCDC, and in his maiden address to the Corps, Audi said that his mission is to “revamp and rejig the NSCDC”. However, it would interest you to know that Audi and CDFIPB are presently on a collision course following the demotions of 162 Officers of the NSCDC who were allegedly involved in “falsifications of documents to gain promotions”. In the circular to the 36 Command of the NSCDC, entitled “Withdrawal of Promotions and Conversions” exclusively obtained by AljazirahNigeria shows that Delta State has two, FCT 22, Anambra 3, Imo 13, Ondo 3 and NHQ15. Other states include Kwara 6, Akwa Ibom 2, Osun 11, Nasarawa 8, Niger 4 and Rivers 2. Others are Enugu 4, Oyo 8, Borno 4, Kogi 4, Gombe 1, Bauchi 1, Kano 7, Ogun 8, Kaduna 6, Sokoto 4, Benue 3, Katsina 3 Cross River 4, Jigawa 1, OPS 1, Lagos 1, Taraba 1, Zamfara 1, Adamawa 1, CDA Katsina 1, Plateau 1, Ekiti 2, Zone B Kaduna 2, Zone G 1, and GEN 8. The list released last week and circulated to the affected officers, AljazirahNigeria gathered, did not only coincide with the 100 days anniversary of Audi as the Commandant General of NSCDC but has pitched the Office against the Board on one hand, and Audi’s predecessor in Office on the other hand and the Ministry of Interior, the supervising Ministry denying knowledge of the, “Withdrawal and Conversions” of the affected Officers. The Public Relations Officer of the Corps, Sola Odumosu when contacted said “First and foremost, the allegations that the CG, that is Ahmed Audi demoted some personnel, he has not come to demote anybody rather he has come to better the life of personnel, and to correct and change any anomalies that he met on ground. There are many anomalies, aberrations and a lot of that and that is what he has come to correct, so the issue of demotions of Officers does not arise here. “To set the record straight, the promotion of senior officers, from Grade Level 7 and above is done by the Board – CDFIPB. They have the power to promote from Level 7 and above, the Commandant General does not have that power, and so if he doesn’t have such power to promote, he does not have such power to demote, so it is not within the purview of the CG to promote Level 7 and above. |

Continuation “It is the prerogative of the Board. The Board is in charge of the promotion and discipline of officers. The same Board conducted the Exams; they are the ones that did the Conversions we are talking about. About 162 of those people, who were involved in that exercise, were involved in document falsifications, which affected their exercise. The Board was the one that conducted the exercise, and were the ones that promoted them. Some documents were not genuine’ some people were promoted above where they deserved to be. There were errors that were noticed by the Board themselves and they withdrew the letter of 162 of them”, Sola Odumosu indicted the Board. But the then Secretary of the Board who supervised the 2019 promotion and conversions exercise of the Civil Defence, Immigration, Fire and Correctional services, Al Hassan Yakmut, who retired from the service in May, told this paper that the exercise was manipulated by the NSCDC headquarters saying, “Civil Defence has a problem with Data management. When they were compiling the list, they included the people who were not mature for the exercise, It is not an issue, if it is an issue it would have affected Immigration, Fire and Correctional Services. There are four services under the Board. Prior to every examination, a memo is always sent to them to bring the list of their eligible officers, people who are mature for the next rank. Let NSCDC improve on their record management. For instance in that exercise Civil Defence shortlisted over 13,000 candidates in those exams. When the Board cross checked, they found out that not up to 9000 of them were qualified for promotion examinations. “The exam was initially at compilation level; the four Services presented 27,000 candidates. When we double checked their records, we found out that some did not meet the requirement. 162 is not a small number at all. How can the NSCDC say it is falsification? There is a complete Data management office that has 6 ICT Experts. Anything computerized cannot be falsified. There is a complete computerized office, 4 are dedicated to each service, and then 2 are collapsing each case of discipline. I know what I did there for the three years I spent there, we established the Data Management Centre, so unlike before you can get any information, and you have to rely on what the services give. We also have corresponding documents to trace your year of recruitment. For instance, conversion cannot be done until you add a new certificate with permission from the service. Civil Defence was giving people Exam reference numbers at the venue. How can you do that on examination day? They said they have a supplementary list. You don’t do supplementary and promotion examinations and that is what resulted in the problem they are having. Let them tidy up their house”, Yakmut slammed Indeed the Director of Information, Ministry of Interior, Adjobome Lere-Adams when contacted told AljazirahNigeria that the supervising ministry was not in picture of the withdrawal of promotion and conversion of Civil Defence personnel. “Ï have contacted those that should know in the minister’s office and they said they are not aware. Direct your enquiry to the NSCDC”, she said. AljazirahNigeria gathered that some of the affected personnel have taken their written protest to the Accountant General of the Federation, OAGF’s office as many of them claimed despite the demotion they were not paid the exact salary of the rank which they were reverted. Sources emanating from the IPPIS and the OAGF confirmed these claims in a chat with our reporter. . |

Those in charge of tangible info's are the board members. Only the members of the board, have first hand and reliable info on the process. One thing I know for certain is, the time to wait for, won't be as long as time wasted already. Just keep the hope alive. For as many that believe, may we be found worthy when the time is right.
