A world class player, is one based on his performance and global recognition, irrespective of club, transfer fee or age.

For example a 17year like Davies can come on stage, for whatever fee and his performance is so exceptional he gets to the finals of an international tournament. The world, FIFA, UEFA will recognize him and as one of the best left backs in the world. At that point he is world class, any team that tries to buy will understand that in figures with many zeros. But if next season he fades for whatever reason, no recognition I can bet you fans will forget he is still playing in two seasons but not the season where he was among the best.
Was he world class? Yes

Coutinho isn't world class anymore because both at club and country he has no recognition no value, I heard Barca want to sell for few millions or so. That doesn't mean he can't regain his value

A player like Pedri is already becoming world class, at 18, even as a Madrid fan that doesn't like him, that's the truth. There are many players 20 above that want to be in Pedri's position but he has the performance and recognition to support the international hype he has gotten.

COURTOIS forced a move.
LUKAKU'S loan was made permanent by Everton and when everyone thought he was coming back the board went on to sign Morata.

The difference between the list you gave and the one I gave is Consistency at top level. So many players had the hype and rating, but they didn't live up to the billing. Even Freddy Adu and gotze. Come on!!

Now I didn't say young age can't be world class, but I said the criteria is

1... You must be at a top club vying for major trophies
2... You must be CONSISTENT in 2 or more seasons at top level.

Mbappe first season at Monaco can't be termed a world class player, just because he won league and reached semi final.
