Jonathan's administration was the originator of this scam. They gathered youths and collected money from them, gave them one black and white T-shirt as uniform and told them to be standing by the road controlling traffic. They had no law authorising their operations, they were just constituting a nuisance.

When Fashola got tired of their nonsense in Lagos, he told them to get off the streets that there was no law establishing them, in other words it was an illegal organisation. That's how everything scattered.

Another set of fools are those in Peace Corps. Those ones are suffering from extended gullibility.
