What if he finish spending the money?

If you cannot but touch the money at the slightest opportunity, then you cant say you have N700,000.00k yet.
Even if you're start a business, it needs to pass through 'a teething period'. By this, I mean some ups and downs that new businesses usually undergo.
You have to be able to imagine not making tangible profit or meaningful sales atleast for the first 6 months.
Supposing, you start the business, and you don't have other means to live momentarily off the proceeds of that venture, then you may not be able to achieve your objectives as you will perpetually spend your earnings.

I will suggest you first of all consider what you can comfortably trade with, atleast for the first 6 months without spending from if you have no other means of survival. Substract that from from the 700k. That would make your actual start up capital, not the 700k.

Use 400K to buy a 4 GIG RAM Nvidia graphics card laptop with 16 GIG RAM download Unreal Engine 4 or 5 and start developing 3D characters for movies and game running live on PS4 PS5 or Xbox. Go to artstudio.com for jobs. If you're good and they employ you. They can relocate you from Nigeria
Just like that?? No training on how to use the unreal engine?? No professional certifications

Download duckduckgo (a search engine browsers like chrome& Google) and search about it, you'll get more insight.

It's the monetary side of it that I am concern about, you know how difficult it could be finding information on that site not like Google where you could easily find information. And you know that they're lots of scammers on the Darkweb.

whatever you choose to do make sure you split your capital into two and start smaller just to make sure the business idea isn't just another mirage and learn the ropes of how to grow the business before putting the other half into it.
