judging from the photos I can tell this as a result of poor drainage systems... Most of the floods that occur up here in the north are quite avoidable.

Heavy rainfall in Kano is not a yearly occurrence. As well as flooding.

They would just be prepared for the flood as Texas in the USA was prepared for the heavy duty snowfall of a few months ago. Which was never.

One can only prepare based on past history not on what might happen
