Dangote's own had an initial cost estimate of $9billion. (3 BILLION of that came from his pocket, the rest from loans from local and international banks)

1.4 billion won't build a new refinery of the level of the Kaduna and Warri refinery. At least 3 billion would...and it may need as much as 5-15 billion dollars. (Dangote initially budgeted 9 billion for his own )

The money that have gone into rehabilitation work of this refineries put together would have been enough to build at least two or more new ones from scratch but when u have leaders without sense u keep running in circle mind u Nigeria is the only OPEC member nation that import refined petroleum product both PDP and APC na mumu them be with nothing to offer Nigerians than blaming each others without any form of shame bunch of idiots.

Iran is in OPEC...and they also import refined fuel products too, as does Venezuela.

They know these refineries won't work, why not build another instead of wasting money? They are using it to sipphon funds just like the Lagos Ibadan expressway

Because a new refinery may cost $15 billion dollars. We need at least 4 of those. For comparison, our forex reserves is 35 billion dollars. Our budget is at 26 billion dollars.

The real solution is to remove fuel subsides and allow NNPC run profitably. To the point that it would raise enough money to repair and build new refineries sans government money. But Nigerians want fuel at N20 per liter...so that won't happen.

So if you were a businessman, would you rather spend $1.4 billion to repair 2 old refineries that have defied previous repairs or you would rather build a new one? What assurance do we have that after spending $1.4 billion, the refineries will come back to full functional capacity?

This is Nigeria signing a $2 billion dollars to build a pipeline and refinery in Niger republic but we want to use $1.4 billion to repair our comatose refineries.
