The mass surrenders are mainly from Shekau loyalists who refused to join ISWAP.

Since Shekau's death they have no direction and their supply chain cut off.

The Buhari govt had shown preference to dialoging with ISWAP and has paid them huge sums in the guise of ransom payments.
