It's not Nokia that sends the updates, it's Google and this is because the rom in Nokia phones is android one.
Even non android one phones can get updates if the manufacturer decides to send OTA updates.

if Nokia doesn't push it down to you, you're getting no update. So the guy is very correct. Android one doesn't guarantee you'll get an update, unless your manufacturer chooses to.

Google is responsible for both hardware and software of pixel devices..Even from the days Nexus, Both pixel and Nexus devices are guaranteed of 3 years of updates on their android version compared to 2 years of android one.

Do you expect Google to send updates to devices where they profit only from the software before their very own where they make money from both software and hardware.

It's only Pixel devices and a few high-end devices that gets to use the beta of new android versions.
