My preference for DM is good on the ball to progress the ball, receive it without losing it in dangerous areas, and fast enough to allow the team play high up the pitch without worrying about counterattack.

Jorginho fails the speed test (allowing his defence to get attacked one-on-one) and lacks the ability to hold the ball under pressure either (a.) often losing it under pressure eg West Brom or (b.) hiding in the game so as not to receive the ball under pressure, allowing the opponent to dominate the midfield (eg Spain match). Anybody that disputes these two facts about Jorginho deserve flogging.

Jorginho is just lucky this season that Euros aligned with UCL. Donnaruma saved his arse multiple times
