New Strike Looms In Hospitals: JOHESU Gives FG 15-Day Ultimatum by adenigga(m): 7:07am On Sep 04, 2021
Another indefinite strike looms in Nigerian hospitals, after the Joint Health Sector Unions (JOHESU) and Assembly of Healthcare Professional Association issued the Federal Government a 15-day ultimatum.
The unions said they will commence an indefinite strike over outstanding welfare issues.

Resident doctors group as National Association of Resident Doctors are already on strike.

The Nigerian Medical Association has also given notice it may join NARD if the government fails to meet its demands.

Mr Biobelemonye Josiah, JOHESU’s National President, gave the ultimatum in a letter addressed to the Minister of Labour and Employment, Sen. Chris Ngige, and other relevant stakeholders on Saturday in Abuja.

Josiah said that the 15-day ultimatum was necessitated by the non-challant attitude of government to the plight of its members.

According to Josiah, the welfare issues include adjustment of Consolidated Health Salary Structure (CONHES) as was done with Consolidated Medical Salary Structure (CONMESS) since 2014, payment of all withheld April and May 2018 Salaries of our members and withheld Salaries in Federal Medical Center, Owerri, JUTH and LUTH, review of the defective implementation of COVID-19 Special Inducement and Hazard Allowance, implementation of National Industrial Court of Nigeria (NICN) Alternative Dispute Resolution (ADR), Consent judgment and other court judgments, increase in retirement age from 60 to 65 years for health workers and 70 years for Consultant Health Professionals.
”Others are payment of reviewed hazard allowance in terms of payment that guarantee fairness and justice to all concerned, payment of actual 30 per cent consolidated basic shift duty allowance to Nurses/Midwives and others.
”Payment of teaching allowance to members on CONHESS 7 and 8 (Nurses, Midwives and others) and proper placement of Nurse Graduates and Interns,” he said.

JOHESU president also said others include payment of outstanding salaries of intern health professionals and all the Tertiary Health Institutions, proper implementation of the consultant pharmacist cadre for pharmacists in the public sector, among others.
According to him, “you will recall that up till the time of writing this letter, the Federal Government has not deemed it fit to honour the Terms of Settlement entered into with JOHESU since September 2017.

”This is especially the upward review of CONHESS Salary Structure as agreed, to be completed within five weeks from the date of agreement amongst other requests.

”Government did not deem it fit to address these key issues during the duration of the last seven days warning strike and has only met with JOHESU on July 12,” he said.

Josiah said that it would also be recalled that on July 2020, that the Minster of Health agreed that a mistake was made by government in the payment of COVID-19 Special Inducement and Hazard Allowances.

He noted that the shortfall was in the payment of 50 per cent Basic of Consolidated allowances to all those Health Workers. It was a mistake on the part of government and the shortfall shall be paid according to affected health workers.

He added that up till the time of this letter, the shortfall has not been paid. To make matters worse, when the payment for June 2020 was made, government decided to again wrongfully pay 10 per cent of Consolidated Basic Allowances to our members affected by the shortfall of April and May 2020.

‘This is in contravention of the spirit and content of the MoU signed on April 21, 2020.

”JOHESU, in compliance with the provision of Section 41 of the Trade Disputes Act Cap.T8 LFN 2004, is constrained to give the Federal Government of Nigeria 15 days ultimatum with effect from September 3.

”This also is to inform you that with effect from midnight of September 17, all our members in the Federal Health Institutions shall embark on an indefinite strike action in all state and Local Government health institutions.

”You are all placed on red alert for the strike, if the Federal Government foot drags in attending to our demands,” he said.

Josiah, however, noted that JOHESU had shown maturity, selflessness and patriotism in the face of extreme provocations and government’s nonchalant attitude on the welfare of its members.

This Buhari Government is the only Government that pays staff's salary At the Second week of a New Month. Pathetic. .

While ordinary private companies pays at most 28th of Every month...

Mind u! The staff's who get this second week payment, are the most Hardworking staff's, while the Heads of Ministries get theirs at most 25th.. isn't that wickedness!

The best way to save the health, education, economic, security sectors is only if Nigeria breaks up.

We need to restructure Nigeria now? Make every state and local government dey run their own Hospitals.

FG needs to start taking lots of things away from the exclusive to the concurrent list.

This government is far asleep

You don't govern with falsehood & propaganda

There's no doubt this present administration lacks what it takes to run smooth governance

Nothing seems to be doing well under this administration

Nigerians should watch their health, eat well, sleep well, have enough rest & pray to God to avoid being sick

Nigerians politicians doesn't patronise public hospital as they are ready to fly to UK even when they are experiencing common mild headache but it's common man on the street who struggles to survive that will definitely visit government hospital when they are sick

Most of doctors in government hospitals are not happy & that's why we've seen cases of wrong prescription which causes patient more damage or loss of lives

It's quite unfortunate that Nigerian government hates Nigeria & Nigerians so bad

No, the best way to save the health, educaiton, economic, security sectors of Nigeria is to fund them well.

And the best way to fund them well is to

1.Tax the 70% of the populaiton who is taxable but don't pay tax

2.Change the basis of our economy from dependence on raw materails whose prices never favour us to a manufacturing society

3.Stop voting for the same old corrupt people, be it APC or PDP. Vote out APC in 2023 FOR non-performance.

4.Stop throwing away trillions on subsidies that don't help most people....and prevent investment and growth of the power and petroleum sector.

Do the above, and we may eventually get into a position where we can discuss secession, separation peacefully. Like the Czechs and Slovaks did....

Even if you split Nigeria...all the new countries would face EXACTLY the same issues i have outlined above. And all of them will commence battles for control of the oil. There will be war and fighting. And the rulers would be the same old corrupt political elite.

Nigeria is not dead. Nigeria would never die. And yes, I don';t like Buhari and APC too

Nigeria is suffering because we use the wrong economic model. We sell raw materials for $20 billion, and import things worth 30 billion...and go into debt as a result.

Meanwhile the industrialised nations buy our raw materials...and make producits worth $100 billion...and sell part of it to us for $30 billion

And we also spend billions on subsidies, which make it unproftable for refining of oil, and for production of power...because we have to help the poor...by tilitng the country into more and more debt.

We set up businesses to sell imported stuff instead of using our education to make them stuff.

We suppoort people who steal from the country...from the men and women at the top to the people who don't pay their power bills at the bottom

And you think that if we split the country, the problems will go away? When the same things happen at state and LG level?

You complain about Buhari...yet Buhari could only come from a nation of Buharis...which is what we all are.

Better wake up and smell the flowers.

If we split this country...there will be war . Endless war for resources and control of tribes, and so on. There is no African country that has peacefully split.
