No one in the Naruto verse is God tier, as far as Vs battle scaling is concerned. Ichigo is multiversal. Luffy isn't even country level yet. And with how One Piece power levels progress, the verse isn't going past planetary at best.

If Luffy transcends to or past prime WB, he'd probably reach planetary or solar system. That's still 2 to 3 tiers less than peak Ichigo. So the only Ichigo EOS Luffy could go toe-to-toe with would be pre-Thousand Year Blood War arc Ichigo.

I'm not a fan of dubs either mostly because of their weak voice acting and general scumminess from Crunchyroll and Funimation. However, there's no reason why you won't run into the same context issue when watching subs

Ability to create and destroy worlds doesn't give you a universal attack potency. Yhwach was going to merge Soul Society, the human world, and Hueco Mundo into one.
Unless I'm missing something from the series, that feat will only give you a planetary+ rating.

You are missing something from the series. The original universe was split into the worlds of Kishi (the material world), Reishi (the spiritual world) and Hueco Mundo. So how does Yhwach merging these worlds back into the original universe only scale to planetary+?
