The dress codes churches, of this generation, mandated for their members are mostly based on culture and not necessarily the Bible standard. Good people have been misjudged due to their dressing style. You can't judge a book by its cover. If we are to judge the righteousness of people by what they wear, we will misjudge people like Elijah, John and Jesus in the Bible.

Here's what is written in Isaiah 3

16 The Lord said: Because the daughters of Zion are haughty and walk with outstretched necks glancing wantonly with their eyes, mincing along as they go, tinkling with their feet,

Because we are praying for them to have a change of heart {Luke 23:34 compare to Act 7:60} and many people are changing! Act 6:7

We are walking by faith {2Corinthians 5:7} and most people who have been persecutors of the faith are now changing {Act 22:4} so if a person places such in front of his house we will know that he's still not interested in our message but if not, who knows what he or she is undergoing presently? And shame will not allow most of them to come out and stand in front of their house to invite us in after so much hatred they've shown in the past!

Jesus Christ is God's New Covenant agreement promised by God to His people, Israel,with which God blessed the nations of the world with - Jeremiah 31 vs 31 - 34

Unlike the Old Covenant Law of Moses which gave to those who had the blood of Jacob coursing through their veins 613 commandments and statutes, Jesus Christ, the New Covenant Law of the Kingdom of God gives us about 60-something commandments, all of which we are meant to submit and obey every day of our lives.

The rules set out by the disciples in the books of Acts were rules to apply to those Christians who lived among the Jews in the land of Canaan at the time. Those 4 rules were rules given by God Himself to the foreigners who lived among His people in the land of Canaan then too.
