There's really no population control here in Lagos to be frank. Tons of people come in on a daily basis. Lagos economic development is highly dependent on its population growth. The more the people, the more the money. Imagine people returning to their respective states of origin, Lagos population will be far lesser than Ekiti.

The population is too much anyone who is not adding value should move to nearby state ordinary Accra close here it’s strictly for working class migrants not people that will migrate amd be looking for slums and become hoodlums

3m of Lagos population have no direct value to the state they will hv being better in nearby states or country

Lagos is over crowded
Danfo drivers, Okada, Keke, traders, food vendors, agberos, artisans, children etc make up Lagos population. So one way or the other every Lagosian is contributing to the economy except you live in a free house, wear free cloths and eat free food. It's either you are a provider or you are a consumer. The increasing number of consumers is what makes Lagos the biggest economy. Those 3 million you claim have no value will surely have a negative impact on the economy if they are deported out of the state.
The major problem Lagos has is not it's population but its size. Govt should build bigger, taller, low cost houses to accommodate more people, improve the transportation system including railway and also control commercial buses from causing traffic most especially on major roads. Encourage businesses to operate in several parts of the state not just Victoria Island, Lekki Ajah and Ikoyi, Improve security. With all these In place, I believe Lagos can accommodate much more people.
With the increase in cost of accommodation, a lot of people find shelter in in neighbouring Ogun State. Imagine living in Ifo and working in Lekki or living in Mowe and working in Apapa.
