It was the US president then Reagan that called the Israeli prime minister to lift the siege on the PLO and allow international forces to evacuate the PLO fighters from Lebanon. That was how some PLO fighters were able to escape from the Israeli assault. The peace deal that was then signed by the parties in the conflict as well as the UN resolution on the lebanese civil war is what provided for the withdrawal of Israeli troops from Lebanon.
