I believe information is crucial, but get patience (delay gratification) and hustle for like 2 years (give yourself an appropriate, before election though). You should be financially and mentally ready by then.

I know finance is not the only cause of depression but having cash helps to eradicate some aspect of it and money basically is a tool that gives one enough option.

Make more money, improve your mental health and move with ease.

I would suggest Estonia. Your family can join you the second year, if you are studying on a Master’s program (before, it used to be the same year you are enrolling). If it’s PhD, you can go with your family immediately provided you have the finances.
Estonia is cheaper to study but you would need to visit one of its missions abroad for your visa. It’s visa success rate is high once you have and meet all requirements, which are simple and uncomplicated. Level of English speaking their is higher than the remaining 3 countries you mentioned.

I was considering Latvia because of the immediate English test by the university without the need for any test of English certification. Also, you get to pay application fee after you have scalled the major admission tests. Their admission process seems more straightforward to me than Estonia that is requesting for English language certification and in my case for Master , they are requesting for GRE.

That was a turnoff for me.

Though the University in Latvia is expecting me to pay a complete 1year fee upfront with additional 500 euro (refundable at the end of the programme) before they can issue me admission agreement

What are your general remarks about Latvia particularly for Africans

How developed is the country and infrastructure?.

Also, do I have the opportunity to either bring my family while coming or they join later?

What is job prospect considering the fact that I am going to be self sponsored, even if it is Uber etc ?

How easy or hard is it getting a PR after studies in Latvia?

Better still, weigh your options between the two countries and go for the one your heart chooses.

Generally, there are lesser Africans in Latvia than in Estonia. But this doesn’t stop you from going there. Numbers of Africans going to study in Eastern European countries are increasing, year-on-year. No thanks to falling quality of education in Africa. Latvia is still a developing country but you can’t compare it to any of the African countries in terms of processes, governance and infrastructure.

As far as I am aware, it is better your family joins you later to avoid the burden of proving additional finances. Since I don’t know your area of specialization, I assume you can get the normal menial jobs for a start for a few years because of language barrier.

Their PR takes a minimum of 8 years to get. Some people get theirs in 10 years, other than through marriage.

All in all, you may find things easier than I have said. Just be optimistic and be open to take opportunities as they come. A good grasp of Latvian language may be your joker to getting good job with any of their local companies faster. But that doesn’t mean you can’t get job at all.

Anything from 5 years upward. It’s not static. It can change at any time. You also need to pass the interviews/tests and meet other requirements before permanent residency can be given to you in any country. It’s not automatic.

But money is not my issue now, the news oozing out of this country everyday kept me wondering if things will ever get better.

I am comfortable to an extent here in Nigeria but I kept asking myself of the fate of my children.
I suggest you put all your energy towards an English speaking country with residency programs eg Canada.
