Did he declare the asset or not? In the case of Peter Obi, it was revealed that he did not declare the asset so a clear case of code of conduct violation was established. Buying a property with legal encumbrance is not a crime. The FG can file a suit in London if they think they have a case over the property.

And do a detailed search on Paragon Holdings and see all the deals they had while Tinubu was governor- till date.
