Accra refers to the city called Accra whereas Greater Accra Region refers to the entire Cities, towns and villages in the Greater Accra Region.

One is a City and the other is a region, they are not the same.

There's no town or village name Accra in Greater Accra. You would found nothing if you Google it and Tema is part of Greater Accra.

Accra city is made up of different towns/suburbs including the places you mentioned.

Accra metropolis is also made up of different Districts and municipalities.

Let me make it simple for you.

In Ghana we have Regions just as
Nigeria have Federal States,
Kenya have Counties and
South Africa have Province.

Nairobi city does not include all the town and villages in the Nairobi county.

Port Harcourt city does not include all the towns and villages in River State.

Same way Johannesburg city does not include all the cities,towns and villages in Gauteng Province.

Accra city is different from Greater Accra Region... In the past it was called Eastern region so when they divided the region they decided to call that part Greater Accra Region.
