Have you ever baffled on yourself, or feel flabbergasted for being unable to use the right words after you left a discussed table?

Often time I'm engaging in a serious conversation, I barely respond with the right words, which I assume I were suppose too have said.

Just last week, a NEPA (BEDC-DisCos) guy in charge of my area came to disconnect my wire from the pole. We were told to contribute 8k per each compound so they can use to acquire the stolen cable. Well, myself and many other refuse to pay not until we see the light. A guy down the street gave the light committee (community leaders) the total sum for the cable, but they still came back to tax each compound, that when they went to purchase the cable, the price were much higher than their previous cost. We knew they want to syphon the money. The day they restored the power, it was a evening. I were inside watching the News when i notice the light were blinking, then it went off suddenly. I thought the power had been cut off, unknown to me the NEPA guy disconnected the power directly from the pole at as 7:58PM. I change over for generator and came out to turn on the Gen when I notice there were still power. My friend who happened to be my neighbor in the same street actually notified me that the light committee wanted to disconnect his light when he heard a sound outside. So I quickly remember, took my key, opened the burglary proof and walk straight to the front were the pole is mounted. I saw the guy stepping down. I was like, Oga why should you disconnect my light? Why didn't you check on me before doing that. He said he were following order. At as the moment he were climbing down, I had 5k cash with me in the house, but I didn't remember to ask him to wait so I can give him the 5k then he should return the following day for the balance. Immediately I left the scene, some seconds later I was like, chia, I would have gave him the 5k and give him the balance the following day.

Please is this retardation, forgetfulness or what could this be? And what measures can i take?

Wow, it not like that here. We pamper them. We enjoy power here! No stress, but x14 to 15hrs daily.
