On the part of exuberance, I'd say you're correct. But to blame poverty? The girl might deserve being punished. If she can get to that level for 10K. she could get completely naked for 100k and she could probably kill for 1M.

The school is under pressure and cases like this is usually discussed at the University Disciplinary Committee where the positives and negatives will be discussed. Moreover, we're all just getting emotional here. We don't really know the school's regulations.
