Inconclusive is when ACCREDITED voters on the day of Election, for one reason or the other..be it disruption of election venue, snatching of ballot boxes resulted in the cancellation of such results....and the cancelled results can influence the outcome of the final results collated. Inconclusive is called when the difference between the 2 major voting parties is less than the invalid or cancelled vote.
INEC law has no inclusion for the minimum % of voter turn out for an election to be valid.
Hence even if 9 people vote and no cancelled or invalid vote is recorded, THERE WILL BE A WINNER!
PS barely 10k voters voted a FEDERAL lawmaker in Aba south some months ago. Thats less than 5% voter turn out yet there was a winner!

It is better to postpone the election and call for dialogue. It is not cowardice but a good strategy to save lives. If these unknown gunmen hit the security agents hard and these security operatives get frustrated - they may turn their guns against innocent people they are today telling to come out and vote.
