2/3 is on votes, not on registered voters.

If there is 1 million registered voters and only 10 voted. 2/3 of the 10 votes will be used to determine the winner.

Let's start with 2/3, Abia has 21 local governments and 2/3 of 21 is 14.

For someone to be declared winner, he needs to win 1/4 of all vote casts in 14 of 21 local governments.

Now how will 10 people vote in 14 local governments?

Did you create new local government areas for Abia state recently? Abia has 17 LGA.

The person that initially used 10 people to vote is not far from the point. There is no way voters turn out won't exceed thousands.
