Restructuring Nigeria?
Northern Nigeria used its military dictators to restructure Nigeria between 1967-1969, when they wrongly used land mass or population as criterion to proliferate excess number of states (19 states + Abuja) and hundreds of local government areas in the old northern region; but allowed only 17 states and fewer local government areas in the TWO Southern regions of Nigeria that formed Nigeria in 1960 with the northern region.

Since return to democracy, the old northern region draws excess political representation from the excess number of states proliferated in the northern region.
Land mass or population is never used as criterion to proliferate too many federating units in an area of larger land mass or population in a country formed by different regions.

The southern regions ask for political restructuring, the north asks the southern regions to come to the National Assembly for political restructuring, knowing full well that the northern legislators overpopulate the National Assembly, thus political restructuring would not be possible in the National Assembly.
It’s a slavish democracy for the southern people in Nigeria. During presidential elections, the north nearly decides who will win, because a presidential candidate must win 25% of votes in 24 states before proclaimed winner.

More of Nigeria’s oil and gas earnings from the south goes to the north through federal allocations.
Worse, 12 northern Nigeria’s states adopted unconstitutional Islamic Sharia criminal laws in 1999.
Things now come to a point where groups in the southern regions of Nigeria ask for new countries from Nigeria.
It’s hard to see these southern secessionist groups giving up.
