They looked at corpses tagged endsars and concluded that they died at the toll gate even though they collected endsars corpses from all over the state.

Furthermore, they tasked the panel to investigate what transpired, but they in fact admitted openly to the world that they did not investigate a damn thing and they did not collect and analyse any evidence from the crime scene.

In developed countries if such happens( a crime scene being cleaned or tainted) the case is usually closed, due to lack of on site evidence
