1st of all you have to look at what is both person's salary, then look at how did this person get the money they have in their account, then look at the deal they have in place for rent payment etc. it isnt a forward answer as each couples could be different.

blame African culture/mentality for that...as well as African men following such narrow minded way of life. in this day and age, if your wife is jobless and/or bring nothing to the table, she is a liability IMHO.

Let the man pay. It's natural for men to provide. It's in the DNA. If the woman supports with some money - why not, take it. If she doesn't, then at least you know the kind of partner you have. And you now know how to relate with her when it comes to finances.
