His best bet would be to resign....his qualification already surpassed that of the quota system IGP. He cannot be promoted more than a few ranks above corporal. What a terrible system!

Our system rewards hardwork. Please quit the lamentation, negativity and inferiority complex. If he was not recognised he would not have been promoted to the corporal rank.
It's because he didn't join the police as an officer so he can never rise beyond the highest rank for the other ranks non-commissioned cadre unless he crosses over to the officer cadre. There are many folks like that especially in the army. Some are eventually lucky enough to be transferred to the officer cadre and rise on to become Generals . It happens in the universities too, even if you have a Phd and you are not in the academic teaching and research cadre, you can't be a Professor. It's done everywhere in the world, not only in Nigeria.
