Sorry, you got it wrong. I just did. I used my access bank visa debit card to send money via neteller.

Guys I have confirmed that access bank allow funding to neteller account via their visa debit card. Thanks

It worked. Actually its my first time of using it. I just opened it and used it to pay for something online. I never used any id to open it. I was just in hurry to open in other to pay up for something.
