The State Police is not the problem, it is Governors and Politicians that abuse such organisation.
What we need are Laws, coupled with enforcement, that will prevent such abuse by Govt Officials.

Such Police, should be run professionally, the Chief should be elected by the Citizens (as done in other Climes), their employment should be based on performance and it should be three or four years CONTRACT and they are subject to the federal Police, with well-defined roles and Jurisdiction.

But throwing the baby out with the bath water is not the way to go.
