My friend used Qatar last week, he is fully vaccinated and he didn’t do pre departure test.
However if you are less than 30, you can register on there site for students membership card and you will be given additional 23kg extra.

Well it’s 23x2 bags and 5/7kg for 1 hand luggage some airline allows a 3rd 23kg bag for students
