The sister of the deranged ex-con accused of fatally shoving a Times Square straphanger told The Post on Monday that her sibling never should have been free to walk the streets.
Josette Simon wept as she recalled she once even begged a hospital to keep her troubled brother locked up after his life was derailed by mental illness.
“He was a hardworking man, he was a giving man,” Simon, 65, said through tears of her younger brother, Martial Simon, 61.
“At 14 years old, he started shoveling snow. He drove a taxicab. He worked from the bottom to move up to become a manager at a parking place in Manhattan. He always liked New York.
“Somehow, in his 30s, something happened and he lost it,” she said. “He kept seeing and hearing people after him. One of my sisters took him in. He stayed, and then he said, ‘I have to go back to New York.’ “
It seems to me this man suffered gangstalking which destroyed his promising life. Yet no one believed him not even his sister that he was being gangstalked. Nothing in his life shows mental illness.

HarshBitterTrut: Earl Sampson is a black man from Miami Gardens, Florida, who, beginning in 2008, was repeatedly arrested by police for trespassing while he was at his own place of employment. The Miami Gardens Police Department convinced the owner of the Quickstop convenience store, Alex Saleh, to sign up for "The Zero-Tolerance Zone Trespassing Program". Afterwards police began targeting black customers who were standing in line to buy items at the store.[1] Police officers also focused their attention on Sampson, whose only criminal conviction was for marijuana possession. During the five-year period from 2008 to 2013, Sampson was "unlawfully stopped-and-frisked, searched, seized, and/or arrested 288 times," for a total of 63 arrests, 33 of which resulted in court action. [2] He was also searched over 100 times and jailed at least 56 times; the majority of all these events occurred at the Quickstop.[3] Sampson pleaded guilty to the trespassing charges filed against him, since pleading not guilty would have meant remaining in jail, posting bond, meeting trial dates, and spending money.
Saleh, who had known Sampson since he was 14, criticized the police for targeting Sampson, but the targeting continued, and began occurring throughout Miami Gardens.[1] Saleh filed a complaint with internal affairs at the MGPD, which only resulted in an increase of aggression and targeting by police officers towards his store and their customers.[4] In response, Saleh installed 15 cameras in his store, and used the resulting videotapes to prove that Sampson was behaving properly when targeted by police.[5] In 2012, Saleh filed a complaint with the State Attorney, but the office declined to investigate the claim.[6] A portion of a February 2015 This American Life episode, "Inconvenience Store", Act One of "548: Cops See It Differently, Part Two," chronicled the Sampson incident.[7] Conor Friedersdorf of The Atlantic wrote, "Neither a public defender nor a judge was able to spot or stop this miscarriage of justice either. No one inside the system successfully exposed or remedied the abusive situation. Things only changed for Sampson when the store owner got video evidence and took it to the media."[1]
In November 2013, Sampson and 10 other similarly-targeted individuals filed a federal civil rights lawsuit in the US District Court for the Southern District of Florida against the city of Miami Gardens, its mayor, city manager, chief of police, and numerous individual members of the Miami Gardens Police Department. The parties reached a settlement on June 23, 2015, details of which are unknown.[2] A month after the lawsuit was filed, Police Chief Matthew Boyd suddenly resigned, though sources inside the department allege it was part of a previously announced plan to retire the following month.[8] Many of the officers named in the lawsuit continued to work for the MGPD after the settlement. Miami Gardens Mayor, Oliver Gilbert, and City Manager, Cameron Benson, announced they would launch an investigation into the incident, and that "any officers who violated laws will be disciplined — up to and including being fired."[4] No outcome or proceeds of this investigation have been found.

The documents, obtained from a source in the intelligence community, also reveal that the Obama Administration has presided over an unprecedented expansion of the terrorist screening system. Since taking office, Obama has boosted the number of people on the no fly list more than ten-fold, to an all-time high of 47,000—surpassing the number of people barred from flying under George W. Among the revelations:
• The second-highest concentration of people designated as “known or suspected terrorists” by the government is in Dearborn, Mich.—a city of 96,000 that has the largest percentage of Arab-American residents in the country.
• The government adds names to its databases, or adds information on existing subjects, at a rate of 900 records each day.
• The CIA uses a previously unknown program, code-named Hydra, to secretly access databases maintained by foreign countries and extract data to add to the watchlists.
A U.S. counterterrorism official familiar with watchlisting data told The Intercept that as of November 2013, there were approximately 700,000 people in the Terrorist Screening Database, or TSDB, but declined to provide the current numbers. Last month, the Associated Press, citing federal court filings by government lawyers, reported that there have been 1.5 million names added to the watchlist over the past five years. The government official told The Intercept that was a misinterpretation of the data. “The list has grown somewhat since that time, but is nowhere near the 1.5 million figure cited in recent news reports,” he said. He added that the statistics cited by the Associated Press do not just include nominations of individuals, but also bits of intelligence or biographical information obtained on watchlisted persons.
When U.S. officials refer to “the watchlist,” they typically mean the TSDB, an unclassified pool of information shared across the intelligence community and the military, as well as local law enforcement, foreign governments, and private contractors. According to the government’s watchlisting guidelines, published by The Intercept last month, officials don’t need “concrete facts” or “irrefutable evidence” to secretly place someone on the list—only a vague and elastic standard of “reasonable suspicion.”
“You need some fact-basis to say a guy is a terrorist, that you know to a probable-cause standard that he is a terrorist,” says Gomez, the former FBI agent. “Then I say, ‘Build as big a file as you can on him.’ But if you just suspect that somebody is a terrorist? Not so much.”
