The former president had amended the constitution to allow him to run for a 3rd term, which didn't go down well with many Guineans. It led to protests, which the unit under this guy, along with the army, clamped down on, killing lots of people.

This made him powerful since the president was literally at his mercy if he wanted to put protesters in check and remain in control.

The guy got so powerful that the president (and the Ministry of Defence) lost control of him, and he (and the special forces unit he controlled) kept doing whatever they liked with no government oversight, which ended with him overthrowing the government.

The military took over government late last year. They are under military rule that is supported by the people.

To me, the president is right. That's what ought to be in a country where things work. They were financially mobilized enough to take care of them till final to avoid embarrassment and lack of motivation. They crashed out at second round, so, the money for QF, SF and final were unspent and should be returned to government coffers.
Remember, it's taxpayers money.
