If a person has a business before becoming a public officer, the law demands that he ceases running of the business while holding public office. That business is put in a trust as u suggested that atiku did.

From your story, alpha beta was created by Tinubu in 2002 while Tinubu was still in his first term as governor of Lagos using oyetola as a front so as to circumvent the law which prevents public officials from running businesses and holding public office at the same time.

So why was Tinubus company alpha beta collecting taxes for Lagos state while Tinubu was governor of Lagos state? Who was collecting the 10% consultancy fee? Was oyetola or Tinubu?
