If the treaty being mentioned here is the "Budapest Memorandum" then Ukraine didn't fulfil its obligations as claimed in your post.

Ukraine joining NATO was a violation of that treaty as the Busapest memorandum implied that their borders will be respected in return for them giving up Soviet nukes on their territory and staying neutral.

Now Ukraine, after toppling its elected government in 2014 with the support of the West now proposes to join NATO. So the Russians should fold their arms right?

Maybe you should study the Cuban Missile Crisis and the history of Ukraine to gain more insights.
