It’s from experience.
So once he used sharp sand paper it will give it smooth surface with little friction which will allow the paint to hold.

Reason why you will see your office satin paint peel off on too glossy surface at time by your furniture set

Gbadex will explain very well on this I know he might have experience it too.

Paint needs a surface to adhere to.

If the surface is too smooth the bond between the paint and the wall is not as strong as if the surface was a bit rough, same reason why vulcanizers roughen the insides of a tire before applying a patch.

Otherwise it would barely stick. The wall is non porous and has zero to no texture for the paint to adhere to.

That's the simplest way of putting it.

Instead of sandpaper, buy a bucket of Contract Matt mix it 30 percentage part water and apply as first coat (mist coat). Then you can apply the paint of choice. It will not peel.

Or prime the wall first before the paint of choice. No peel.

smile, this is two method in a quote, if he is buy materials by him self, aluminum guy will quote per windows and later the add installation and transportation to the list only,
But if u are buy materials for him, and u ask him to list it out, it's when he needs all this, maybe is not getting u right,

I want to assume the 60k is for internal and external.
No matter how smooth a wall is, they would still need to give a very light smooth sandpaper because the screeding can't be perfectly straight and to improve adhesion.

Yes sir, priming first is even much better, however there may be need for very light sandpaper if the painter feels it's not level in some places despite the glassy smoothness.

You don’t need to be confused my brother once you follow who knows road.

Just do it as advised here, sand paper, mixed 1st coat as primer then you are good to go my brother.
To be candid with you 60k is not rip off ooo, if truly the guy is good but you can still ask him for reduction

He should use the correct type of sandpaper (120 to150) to do the work or better still let the painter do it if he isn't a DIYer like some of us.
