Dude you are not smart at all. The total land area of the south east is small meaning that there is no place for a terror cell to thrive without being spotted by the locals. The only way for the attack to pull through is for the perpetuators to use hit and run tactics. They come from other areas outside the south east strike their targets and take off from the area.
