It's not about having warheads. It is about having the ability to deliver them - by ICBM, Fighter/Bomber Plane, Submarine. This is where NATO has Putin beaten hands down, and why he will not allow Ukraine join NATO--to forestall an installation of an additional component of the missile defense system that close to Russia.

Already, there is a missile defense shield that nearly completely encircles Russia so the ability of Russia to get its nukes airborne is minimal. By sub is their best bet but that gives limited capability.

Given NATO's geographical proximity, superior possession of aircraft carriers, and of course, said missile shield, nuclear war would be a total disaster for Russia.
