From the video, it doesn't seem the policeman was holding plate for the madam. He was served fish in the plate while the woman was talking to the other woman.
He wouldn't be the one making the choices of what to take if he was actually holding plate for the woman.
Perhaps the woman is her boss who has told him to go and collect food and eat.
Some people are actually that good to their subordinate to ensure they also eat at occasions.
