It's a good idea having a plinth for overhead water storage tank on the roof .. Not advisable to put it on the roof slab just like that

Your plumber is right. This is how it should be done to enhance better water pressure. Majority don't do this. The majority is wrong.

In terms of safety, so long as the provision for a roof tank has been made from inception, it should be safe.

I use Vitafoam Semi Orthopaedic mattress. I've never used Mouka but used Teju which wasn't as good.

The plumber is right, but this form of plinth only nice for Braithwaite tank, not for plastic tank, your tank might not last, make it a raised stable platform,
