Most refineries in Europe were designed based on Russian crude oil. It is not easy to start redesigning a refinery to suit a different crude. It will take some years to accomplish. US is still weighing their options before cutting Russia off on crude supply. The price of crude will continue to soar until a solution is discovered. That's why it is good for countries depend on your country for their survival and be self sufficient in producing and managing mineral resources.
