There's no way the UK government believes Roman is an enabler of Putin - he really is not.

The oligarchs in Russia are basically managers of State resources. When Roman took over the 1999, he called a meeting with all the oligarchs and cut a deal with them - Stay out of politics, give me a cut if your proceeds, and I will let you do your thing and look the other way.

The ones that tried to drag with Putin got taken down immediately. Khodorkovsky, Russia's richest man and owner of Yukos that was larger than even Roman's sibneft bagged a 10 year sentence. Yukos the biggest oil company in Russia, and the 359th biggest company in the world was bankrupted and closed down by Putin.

Beresovsky critisized Putin and was immediately exiled to UK. All his assets in Russia were seized, and eventually KGB boys reportedly murdered him in London.

So UK government knows that theres no oligarch that enables Putin. They follow instructions full stop. What these sanctions are supposed to do is put pressure on them and make them suffer on behalf of Putin. Maybe by the time they lose a few billions outside Russia, they might consider supporting a regime change either democratically or by coup

The only issue is that the Oligarchs know that if they have lost anything in the West, Putin is the only reason they haven't lost everything at home. So they will shut up and swallow the pain of the sanctions. These men are billionaires, they just want to flex and fück bitches...they have no need for war. How does it help them? But they cant openly say anything, so instead you will hear them call for diplomatic solutions, and see Roman offering billions to victims of the war in Ukraine.

But this shit has nothing to do with them, and the western governments know it.

That was my thought. An asset freeze is usually for profit generating assets which Chelsea is not. Therefore the solution is for Roman to agree a sale but the money to go UK Govt to hold until sanctions are lifted. This is in the best interest of both parties, Govt doesn't have to fund running costs (or get the club to borrow to do so), while Chelsea can continue with normal operations

But what it does is turn the sale into a distress sale, meaning Roman will accept any amount
