In Nigeria, any threat that doesn't impact on high ranking government officials is as good as a joke...the FG is aware that Nigerians are always in darkness so it won't shake them. What shakes the Buhari led FG the most are his cows in Daura, and they don't seem to be affected by this threat of being in darkness.
