Internal security isn't the job of the military. It is the job of the police, DSS and agencies under the ministry of interior. Be that as it may, the military and all other security agencies are compromised. While DSS can uncover a protest plot, they can't uncover bandit activities. I am certain that the security agencies have been given orders to stand down, chase shadows& trivialities, form activity but should always ensure a safe passage for bandits
