I can no longer access any USB cord connected to my system from a phone (although I can access a flash or hard drive). It indicates that there is an external device connected but one can't access it easily.

Secondly, is it possible to recover permanently deleted files? This was done over 2 years and I haven't performed any system format or clean up since then.

your phone usb can be fixed but for the permanently deleted file, i am not sure of that
