You should charge depending on your skill set but at the least enough to cover hosting, domain name etc for a year plus about about two weeks of your time. If you’re still developing your portfolio, charge enough to live comfortably within those two weeks and over deliver so you can get referrals.
I would also advise you to use a site builder, they are good for jobs like this where the client is not really tech savvy, plus it’s frees up your time to keep developing your skills.

So I told him factors he should consider when costing, what he should do to retain customers and then to reach out to me personally where we could take the discussion from there.

If he had come here asking how much to charge for a 5-page static paged website then that shows some work done on requirement gathering. And a more guided convo can occur. For people that know me I don't hoard information at all. In fact I have been called foolish for telling people so much info to guide their career. Heck I've even recommended alternative solutions to my competitors. So don't come here and try to talk down on me please
