Okay I see your problem, development to you seeing houses with big pitched roof; If this is your yardstick I can tell you for a fact the difference is that Ibadan's newer housing are spread out over a wider expanse of land in between of which you might see low income areas, while that of Aba are concentrated in a much smaller area. If Ibadan were to bring all its newer real estate and concentrate everything in one area you would quickly see that Aba is no match for Ibadan.

However beyond that, I must educate you that this is not the way to measure development of a town or city. There are metrics which can be used to measure the development of a town.

Lets take a look at some of them:

1) Transportation: This includes road network such as roads, flyovers and bridges . It also includes diverse modes of transportation such as buses, taxis, trains, ferries. Ibadan wins because it has a more developed road network and more available modes of transportation.

2) Leisure - balanced work life living: This includes recreational centers such parks, zoos, galleries, museums, cinemas, historical landmarks for sight seeing, water fronts, clubs.
Again lets not waste time Ibadan wins here at it has more recreational centers such as Agodi park, Ibadan zoo,

3) Affordable housing
Ibadan has a larger inventory and range of housing to cater to lower, middle and upper class

4) Access to health care: Again Ibadan wins as health care is more readily available in Ibadan

5) Education - primary to secondary to tertiary institutions. This is a no brainer, Ibadan has more established and internationally recognized institutions.

Here is Enugu, as you can see duplexes and mansion of the elite and storey buildings for the middle class, this is how 90percent of Enugu looks like, why would any reasonable person compare it with slum ibadan?

If I remove oluyole, I still have Jericho Area, Onireke, Ring Road and Ologuneru is the fastest developing side of ibadan these days with the congestion at Eleyele.
