Either you get a Dollar Card or you use Barter Virtual Mastercard.

Screenshot the card front and back but make sure u hide the numbers then send to them and contact there customer care ASAP and tell them appeal takes at least 3days but I got mine approved under 3hours via chatting with there customer care. After doing this give it at least an hour and try paying again, another thing make sure the card name and ur AliExpress name/ shipping name is same works faster, talking from experience

I emailed NIPOST to ask (cause my unregistered of 24 and 28 April were all delivered this week, you get) and Prince said it's been dispatched to Gusau, I don't live there, literally have no idea which direction it is neither. But I'm going to my local post office on Monday, hoping for a patch through and reroute as suggested by genius.

those ones complaining about barter card not working, they are currently working on it, let's hope it works after their maintenance

Unless you want to use barter at #601 to a dollar there's no other card. Note 11 is literally everywhere right now, there's no way you'll go to either slot, pointek or fine brothers outlets and not see it and there are so many sellers that have it in stock here
