IMO, City get them qualities in excess and are still in the market for more. Their reserve is stronger than many teams' 1st eleven. They will not miss Zinchenko and Jesus if they leave. I think it is 'personal lifetime ambition' of Pep to win CL with City ... Also the easiest place for Arteta to do business will be City for now...
