Road quality index is based on the eye test... And the traveler's opinion, YES. Is that even rocket science? Like if a European visits your zoo and ranks your road quality with a low grade, then visits Kenya and gets bamboozled with the kind of quality and design, and ranks it with a high grade, do you need any other indice to disqualify that? I mean, that is already enough evidence to settle that.

Although, the road quality index majorly focuses on road maintenance, safety index, road makings, the budget allocated for maintenance, etc. I know that won't settle well with you, cos you don't have the brain to hold it.
