you made a big mistake, you should have asked them to install it on a host they own first and send you the link before you make any payment, besides 25k is too little, only few serious minded persons will take up such job and it's probably because they want to build a connection hoping you'll be able to bring in a higher paying job some time in future. What plugins do you want to install and what service are you hosting your forum on ? Shared hosting, digitalocean or EC2 ? List out every detail
