I believe that God created everything, including Lucifer. He created Lucifer as a powerful anointed angel. However, Lucifer wasn’t satisfied with that, and he didn’t remain the anointed cherub that God created him to be.

Satan is not the only wicked. They are many. The only thing about the wicked is they have iniquity inside them. And they are called Workers of Iniquity. But Satan is the only one that started lying from the beginning of his creation. From this verse the others too started lying from birth or creation.
