turbo charges faster than fast charge. For u to be able to get the turbo charge on phones like note 10 u must use a charger like the 30w follow come charger that comes with the phone.

Update to the latest miui version for your phone, possibly do it manually or connect your phone WiFi to a hotspot and download through updater. Though I didn't encounter such problem when I was on that version. Below is mine

Download the full ROM and update it manually. It's always the better way and restarts your device after the update.

If that doesn't solve it, consider backing up your files and do a reset.
